Ho Chi Minh City will order research units and applications of ChatGPT to build a virtual assistant system for city leaders to improve service quality for people and businesses.

On the morning of March 1, the Department of Information and Communications, the Department of Science and Technology, the Youth Union and the National University of Ho Chi Minh City coordinated to organize a seminar “Application of ChatGPT in state management, serving people and businesses. Industry: Opportunities and Challenges”.

The seminar was organized by the Department of Science and Technology, the Department of Information and Communications, Vietnam National University, Ho Chi Minh City and the Youth Union.

Application in public administration
At the seminar, speakers and scientists said that ChatGPT can be completely applied in the field of public administration.
Specifically, Assoc. Prof. Dr. Dinh Dien, Director of the Center for Computational Linguistics, University of Natural Sciences, Ho Chi Minh City, said that ChatGPT is a very effective language processing tool. The data of this application has only been updated until the end of 2021. Therefore, the information provided by the application is not completely accurate, especially the specific issue: country, ethnicity, culture. , metaphorical words… But this is still a very useful tool with the ability to synthesize, analyze, classify data, translate, provide information, suggest instructions..
Assoc.Prof.Dr Dinh Dien affirmed, ChatGPT can completely be applied in state management, serving people and businesses by adding new data.
“We can completely have scientific projects using this technology to train on the corpus, the database itself, then the results will definitely be more accurate. In addition, ChatGPT also provides a number of services that allow training on the new database, on top of the old data. That is, currently using the application’s data, but when adding new data, it will learn more of our knowledge”,  said Assoc. Prof.Dr. Dinh Dien.

The speakers and scientists recommended that ChatGPT also has a number of potential risks such as fake news, false information, fraud or loss of sensitive data when users enter input data.
According to Dr. Vo Van Khang, Vice President of the Southern Information Security Association, users need to be careful in interacting and sharing with this artificial intelligence application. Because the suggested information for virtual assistants can be stolen by bad guys (hackers). In addition, content creators should also be aware of the risk of disputes or conflicts when ChatGPT can produce the same resulting content, when millions of other people are also using this application.
